What is a Business Improvement District?
A Business Improvement District (BID) is a clearly defined area within which all eligible property owners and occupiers vote collectively to invest in improvements to enhance their local business environment. Following support for this approach, the Council is asked to collect an additional rate from all of the eligible properties/occupiers and passes the Rates collected to a BID Association. The income from the Rates funding is managed by the Association for the benefit of the area on projects, promotions, environmental improvements and advocacy designed to enhance the BID area. A BID is a well-established model in New Zealand and overseas. Typical BID areas are town centres or industrial estates.
Council has adopted a BID Policy to guide the establishment and operation of BIDs. The current policy was adopted in August 2015.

Blenheim CBD proposed BID 2015
In 2015, Blenheim Business Association proposed that a Business improvement District be established in Blenheim CBD from July 2016. In accordance with the BID Policy a poll was held in October-November 2015.
