Marlborough District Council is proposing to introduce a new planning framework for Medium Density Housing in a greenfields situation, referred to as Urban Residential Four (UR4). This will include new provisions, policy, and accompanying zone rule framework.
Medium Density Housing is residential development with an average lot size smaller than the existing Urban Residential One (UR1) minimum lot size of 290m2 and lot widths narrower than the UR1 zone minimum lot width of 14m. It is limited to single-and double-storey buildings.
Neither the Operative Wairau Awatere Management Plan or current Proposed Marlborough Environment Plan (PMEP) provisions manage the density of development that is proposed by Medium Density Housing.

The variation was publicly notified on 17 April 2024 and the period for submissions closed on 14 May 2024 with Council receiving 13 submissions. The Summary of Submissions was notified on 9 August 2024 and can be found on the variation

The period to make a further submission closed on 22 August 2024 with 2 further submissions being received. The Hearing for Variation 7 was held on 7 November 2024.
On 28 February 2025, the decision on Variation 7 was publicly notified and the Proposed Marlborough Environment Plan amended in accordance with the decision.
