Application for Vehicular Footpath Crossing
Vehicle crossings shall be provided between the kerb line or carriageway edge and the road boundary at the entrance to all private ways and service lanes and to any lots, front or rear, where access points are clearly identifiable at the subdivisional or development stage.
Where access points are not clearly identifiable at the subdivisional or development stage, crossings shall be constructed at the building consent stage.
Vehicle crossings shall be designed to enable the 90th percentile car to use them without grounding of any part of the vehicle. Figure 3.9 shows details satisfying the requirement. Structural design shall be adequate to carry the loads to be expected over its design life. All crossings shall be surfaced with asphalt or concrete or paving stone as approved by Marlborough District Council. Figure 3.10 shows an acceptable detail of vehicle crossing.
Where kerb and channel is not provided, and stormwater drainage is provided by open drain rather than piped system, crossings shall be provided as for rural locations as specified in 3.3.19.2 in the Code of Practice for Subdivision and Land Development.
Pram and wheelchair crossings shall be provided at all road intersections and pedestrian crossings. The crossings shall be sited to facilitate normal pedestrian movements in the road and, where possible, sumps shall be sited so as to reduce the flow of stormwater in the channel at the crossing entrance. Pram and wheelchair crossings shall satisfy NZS 4121 for disabled persons' access and shall incorporate tactile tiles.
Important notes for applicants
- A standard vehicle crossing is 3.5 m wide. It shall generally be constructed in concrete from the kerb to the property boundary. Where a vehicle crossing crosses an asphalt or sealed footpath it may be appropriate to construct the vehicle crossings of these materials . Generally the existing footpath shall be required to be removed prior to construction of new crossing.
- To have a vehicle crossing constructed the applicant should arrange for a contractor to construct the crossing or carry out the work themselves. No work is to commence on the crossing until approval is given by Marlborough Roads .
- Warranty: As part of the conditions for the work, the applicant will be required to remedy any defects found in the completed work for a period of two years.
- The crossing must be constructed to Marlborough Roads' standards (refer to the standard vehicle crossing plan for construction details). Crossings not meeting Marlborough Roads' standards will be rectified by Marlborough Roads with costs being recovered from the applicant.
- The applicant is to give Marlborough Roads 24 hours' notice prior to pouring any concrete so a pre-pour inspection can be undertaken. Failure to ensure a pre-pour inspection has been undertaken may result in the vehicle crossing being removed and re-done at the applicant's cost.
- If the vehicle crossing is to be installed in conjunction with a building consent, a certificate of completion for the building consent will not be issued until the vehicle crossing is completed to Marlborough Roads' standards.
- If the owner elects to install the crossing, the work must be completed within two years. If work is not completed within two years Marlborough Roads will undertake the work and invoice the property owner.
- A fee of $247.25 including GST will be invoiced to the applicant.
