The Marlborough District Council acknowledges Marlborough's Tangata Whenua (The People of the Land)
About the Council's relationships with Tangata Whenua
The Marlborough Regional Policy Statement (RPS) states:
The special relationship between iwi and the Council is recognised by the Resource Management Act. This relationship will mean that resource management is distinctly New Zealand in character and sensitive to local iwi values.
In Marlborough the following eight iwi have Tangata Whenua status:
- Te Ātiawa o Te Waka-a-Māui
- Te Rūnanga a Rangitāne o Wairau
- Ngāti Toa Rangatira Ki Wairau
- Ngāti Apa Ki Te Rā Tō
- Te Rūnanga o Ngāti Kuia
- Ngāti Kōata
- Te Rūnanga o Ngāti Rārua
- Te Rūnanga o Kaikōura
The dominant issues raised by the iwi of Marlborough are:
- The Māori holistic system of values
- Te Taha o Te Ao (environment)
- Te Taha Hinengaro (way of life)
- Te Taha Wairua (spiritual and customary values)
- Te Taha Tinana (healthy body)
- The need for the Council to recognise tino rangatiratanga and power-sharing
- The need to allow sufficient time for input and consultation
- Lack of iwi management resources
- Lack of iwi commercial development
- Water quality
- Pollution and waste management
- Wāhi tapu
- Claims to the Waitangi Tribunal
- Specific locations such as the Wairau Lagoons and Port Underwood
- Introduced species
Several of these issues, including claims to the Waitangi Tribunal and lack of iwi commercial development, are beyond the control or jurisdiction of the Council to resolve in the RPS.
The RPS has identified the following principles:
- Recognise the concept of kaitiakitanga and the Treaty of Waitangi.
- Incorporate where appropriate, the aspirations, heritage and values of the iwi of Marlborough into resource management decision making.
- Provide for an iwi representative on the Council committee responsible for resource management.
- Establish systems so that consultation with iwi occurs on resource consent applications, plan and policy preparation and changes.
- Provide information to iwi on the Council's role in resource management planning and the Resource Management Act.
- The Council will recognise the Tangata Whenua as having the role of kaitiakitanga of Marlborough's coastal environment.
- To enhance relationships between Kaitiaki (Guardians) and the Council, for Resource Management Act purposes.
Council's Long Term Council Community Plan (LTCCP ) states:
The Mana Whenua of Marlborough iwi is acknowledged through the Long term Council Community Plan. Marlborough District Council will work with iwi and with Maataa Waka, to find ways and means of achieving positive outcomes for Māori in Marlborough and in particular, building the capacity of Māori to contribute to Council's decision-making processes.
Marlborough iwi, and Marlborough Maataa Waka, make an important contribution to community wellbeing for Māori, and for the wider community. Progressing Treaty of Waitangi settlements with the Crown is understood to be a principal objective of Marlborough iwi, and Council is committed to assisting these processes as it can and according to the preferences of each iwi.
Te Tau Ihu Iwi Statutory Acknowledgements
Statutory acknowledgements for each of the Te Tau Ihu iwi form part of the respective Treaty of Waitangi settlements with the Crown. The settlements were legislated in 2014 and were enacted on 1 August 2014. These statutory acknowledgements recognise particular cultural, spiritual, historical and traditional associations of each iwi to particular sites/areas. Te Tau Ihu Statutory Acknowledgements are an attachment to the Marlborough Regional Policy Statement, the Marlborough Sounds Resource Management Plan and the Wairau/Awatere Resource Management Plan.
Note that these extend across the Marlborough District, Tasman District and Nelson City.
